|Project Information:||The HWP II is a continuation of previous project HWP II which was implemented in Khulna Region to reduce WASH deprivation among poor marginalised and climate vulnerable people through ensuring access to safe drinking water, improved sanitation and hygiene and healthcare practices. Dacope, Paikghaca and Shymnagar upazila located in Khulna of southwest coastal are districts of Bangladesh exposed to high degree of climate/disaster risks and represents one of the hard-to-reach areas in the region where scarcity of safe drinking water is high. Salinity in ground and surface water is the main contributing factor for WASH deprivation. Women and children are the main victims. This project seeks to contribute to the SDG water, sanitation and hygiene targets by tackling WASH challenges from the top down and from communities up and thereby transform the lives of people who are among the most vulnerable and marginalised. Taking lessons from the first phase of the project, more emphasis is provided on strengthening local government and people's institutions to establish sustainable WASH services and resource management in local government, communities, schools and health facilities. Project will advocate for increased political commitment and strengthen mechanisms for engagement between service users and service providers (government, utilities, private sector) while also promoting hygiene behaviour change to ensure services are used. A component of service delivery for highly marginalised and poor people living in hard-to-reach areas will also be included to provide essential services and demonstrate approaches to influence others that ensure we ‘leave no-one behind'.|
Project will play a key role in local water and sanitation planning and implementation taking consideration of climate change impacts and adaptive capacity to cope with changing global phenomena., This requires huge capacity building support to community piloting of appropriate technology and approach with effective engagement of local government and relevant stakeholders. Aligning with programmatic objectives, this project intended to achieve five specific changes: Increased access to WASH in institutions (schools and health care facilities) through improved integration between WASH, health and education sectors; Improve leadership role of LGI in planning, coordinating and monitoring WASH services for all, and address climate change and water security; Improved mechanisms for community to understand their entitlements/ responsibilities and hold WASH service providers and duty bearers to account; Enhanced knowledge and practices on personal hygiene during critical times among students, community people and health workers.
As well as the 3 locations stated, the project also works in Tahirpur and Gagni of the north east and north west of Bangladesh.
Parul is a local resident in Shaibbati Poshchim Para staying with her husband Saraf and their 11-year-old daughter Khushi. In recent times their family received a household RWHS (Rain Water Harvesting System) plant from the climate resilience project supported by HWP Water Programme and WaterAid. After the cyclone SIDR (2007) and AILA (2009), both surface water and ground water became salty in this area. So, the RWHS plant aimed to store, preserve the rain water and harvest it so it can be consumed as pure drinking water.
Also, the harvested rain water is being used in their poultry farm partially to ensure the health of the poultry animals which is a source of income for them. Furthermore the water from RWHS is also used in shrimp farming. Now, Parul does not have to go to far away places to collect water, she can easily work and look after her household and the farms. Khushi had to help out her mother and travel 2-3 kilometers distance and collect water for their household so skipping her school; now she can attend her school on time and do what children at her age does, play, learn and have fun.
|Background Information:||Shaibbati Poshchim Para, Ward No. 9 area is situated at the banks of Kapotakkho River, under the Paikgacha Municipality, Khulna. A few years ago, the important source for fresh water in this southwest coastal area was the rivers. However, intrusion of saline water from the sea into the islands is increasing salinity and there isn't enough fresh water in the rivers and canals. |
After cyclone SIDR (2007) and AILA (2009), both surface water and ground water became salty in this area. Local residents suffered from various skin and stomach diseases.
The majority of residents here earn their living through shrimp farming, poultry farming and fishing. Due to a shortage of pure drinking water, they have to travel to distant water sources and hence life becomes difficult for them in many ways.
